Professor Barbara Bailey

Professor Emerita Barbara Bailey, is the past University Director of the Institute for Gender and Development Studies, The University of the West Indies, Kingston, Jamaica. She served in that position between 1996 and 2010 and during her tenure was instrumental in guiding the development of the Centre for Gender and Development Studies (CGDS) through significant milestones including: its upgrade to Institute with degree granting status; the development and introduction of an online non-degree certificate/diploma level programme; the introduction of an undergraduate Major at the Mona campus; and, the expansion of the MSc programme to include offerings at the M.Phil/PhD levels. Prior to her transfer to CGDS, Professor Bailey worked as a lecturer in the Faculty of Education, on the Mona campus, specializing in Curriculum Development Studies, over the period 1981-1996. In 2008 she was awarded the 9th CARICOM (Caribbean Community) Triennial Award for Women for her outstanding contribution in the field of women and development, a contribution that realised benefits for he social and economic development of the Community. In the same year, the Government of Jamaica conferred her with the Order of Jamaica, in recognition of her distinguished contribution to Education and Gender Studies.

 

Professor Bailey completed one term (2008-2012) as an Independent Expert Member of the CEDAW Committee and was reelected for a second term which started in February 2013. She currently serves as the Rapporteur of the Committee and chairs a Working Group that is in the process of developing a General Recommendation on Girls’ and Women’s Right to Education. This General Recommendation will elaborate on Article 10 of the Convention and establish normative standards for girls’/women’s education in the 187 States that are party to the Convention.  Professor Bailey is unwavering in her commitment to the achievement of gender equality and continues to serve in these and various other arenas to make this goal a reality.
